Surgery risk: All surgery comes with risk. The only way to keep the weight off for good is to commit to a healthy diet and regular exercise. If you cannot commit to that now, it is unlikely that any surgery will be successful. These surgeries can give you a "jump start" only if ypou commit to permanent lifestyle changes.

Bariatric surgery : The lap band is the safest, though the bypass and sleeve are also safe if done by an experienced surgeon. There are a lot of factors that go into determining which procedure is the best for you. The operation you want to have may not be the best one for you. You will have to talk to a bariatric surgeon (that does all three procedures) to figure out which is the best for you.
