It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. If it has not changed in years, it is unlikely to be a cause for concern. If it is of concern to you, ask your doctor about getting it removed. Get HPV vaccine. Wish you good health!

It is probably a mole. Best is to get checked by a Dermatologist / urologistfor accurate diagnosis and treatment
