Can gerd give you shortness of breath? sometimes when i check my oxygen levels with a pulse oximeter, my heart rate is fine, but my oxygen evels will change sometimes from 97 to 94 randomly, not sure if it has to do with my gerd symptoms?

No, SpO2 (oxygen concentration by pulse oximetry) varies. It should go up from 94 to 98% after you are taking 2 or three slow, deep inspiration. GERD is rarely a cause of shortness of breath unless you are choking and cough with a big volume of gastric juice reflux, mainly in supine position.
