OK: Your level is borderline normal. The sun will take three mos to affect your d leve and depends upon geographic location and amount of sun exposure. D supplementation w/2000 units of d3/day is generic, inexpensive, and has almost no potential risk - so make your own decision. It can't hurt you.

See below:: No! i think normal level for vit d is more than 30, so you are well within normal range. You are correct that the body produces vit d from the sunlight. So i don't think you need supplements for it, but do check with your gp as the lab might be using a different reference points.
