I had hpv 15 years ago , no more outbreaks, and i was wondering if this is info i need to currently divulge to sexual partners , or if im at risk for transmitting it to others?

You are not obligated but the sexual well being of your relationship is important and opening up may encourage your partner to do the same

You might have gotten rid of the virus or might still harbor it and not have it manifest as warts. You can get tested and if negative chances are you are not infective There is no sure way of telling. If tested neg you can reveal that to your partner
