This may be appropriate for a defined period when treating a person with low Vit D levels. After a monitored treatment (blood tests) a reduction to ~2000IU/day would be reasonable.

Best used to initiate vitamin D when blood levels too low. Once at 50-70 ng/ml, can decrease to 2,000 daily for maintenance

If you are deficient in vitamin D, you may take 5000 units/day for 3 months and then reduce the dose to 2000 units/day.
