You need to find out what medications were used for your anesthesia so you can inform the anesthesiologist for procedures in the future. The stiff neck could relate to how you were positioned and should resolve. Medication is often placed in the eyes since blinking and tears are suppressed during anesthesia, so you may have lingering effects. See an eye doctor if symptoms persist.
