I got my blood drawn today for an elisa hep c test. the phlebotomist was able to fill only half of the blood tube. the result was negative. can it be false negative as there hasnt been enough drawn blood for analysis (only half of the blood tube)?

No, the sample will be rejected if not enough blood to run the test. Talk to your doc about what is next, your test was negative for Hepatitis C.
