I don't do cardio but do weight lifting for 1 hour to 1 hr 30 mins. my resting heart rate has lowered since weight lifting so does lifting actually lower you resting heart rate like cardio? no symptoms?

There is an aerobic component, & therefore cardio benefits, to weight lifting workouts which improve cardiovascular status. This certainly can result in lower resting heart rates.
