Testicular congestion or epididymus hypertension, caused by sexual arousal without orgasm ( blue balls) is a possible cause of continual testicular discomfort or tenderness. Since other medical issues could also be a possibility, have an examination by your physician or a urologist if discomfort persists.

From your description it does not sound serious but functional. Try warm baths and wearing a good scrotal support. if not better pl. see a urologist. Hope you feel better
