Smegma is a whitish secretion between the head of the penis and the foreskin. If that is what you have wash it with soap and wtar periodically or daily. If it is on the outside skin then see your doc.

You have foreskin that can attract bacteria causing this condition. Always wash area with warm soap and water and apply some astringent or antibacterial cream or ointment. You can still get circumcised.
