I have had an ache and discomfort on the right side of my head, face, jaw and neck that has been going on for a long time now everyday. tmj has been ruled out. can this be caused by a circulation problem?

Vascular insufficiency less likely presents with those symptoms. I suspect a neuropathic condition so you should be evaluated by a neurologist if you have not seen one.
