Only when the crusts are all gone is my opinion. But not clear by what you mean by inactive. I have had numbness and itching over my shingles site for 40 years so for me its is still active. But no infectious. Be certain it is shingles and not monkey pox these days. Usually easy to tell apart.

It's on the way to healing, but virus probably is still present in the rash. Please continue to take precautions against exposing others, especially avoid physical contact with children who have not been vaccinated against chickenpox, persons with advanced illnesses like cancer on chemotherapy, and frail elderly persons. You'll be safe once the scabs have dried and fallen away. Good luck.
