Whole cow milk has a large protein content that the young infant gut is not designed to digest. Heating it to a point just below boiling can break up this protein and make it more digestible. You would never dilute it if you were pushed to use it temporarily as a feed. Longer term use can trigger silent blood loss from the gut irritation and lead to anemia.

No, your baby requires formula which is specifically formulated to provide adequate nutrition. Whole milk transition is possible at 12 months of age, if milk is tolerated. Nursing is the best feeding option and supplementing with formula is also possible. Keep all immunizations up to date, mix formula per instructions on the container.
