Whole cow milk has a large protein content that the young infant gut is not designed to digest. Heating it to a point just below boiling can break up this protein and make it more digestible. You would never dilute it if you were pushed to use it temporarily as a feed. Longer term use can trigger silent blood loss from the gut irritation and lead to anemia.

Whole milk is not to be given to infants until they reach 12 months old because of the risk of occult GI bleeding. If your infant is on breastfeeding, "infant formula" may be added for supplement though.
