Does atherosclerosis develop in person with high blood pressure but normal ldl cholesterol levels?

Yes. It is thought that the high blood pressure damages the vessel lining wall and lets cholesterol "leak" in. Esp if they also smoke. Remember that the lower the lipids and/or pressure the less likely hood the vessels will rust.
