These are likely pustules formed in the hair roots after the area is contaminated with staph germs. These often hide in the moist membranes of the nose and end up on your fingers. Transfer to any site you touch is possible. A thin layer of antibiotic ointment applied inside the nasal outlet along with weekly baths with a cup or 2 of bleach can reduce frequency. Your doc may propose other treatment

It is not normal. They could be sebaceous cysts. For proper diagnosis pl see a dermatologist. In the meantime keep area clean and do not pick at the 'cysts'
