I had a 15mm polyp removed from my rectum with high grade dysplasia in it and at base where attached to colon and 2mm up was low grade dysplasia. is surgery necessary to remove a section of rectum and reconnect?

I got a colonoscopy done and the report says "Adenomatous polyp, polyp removed, with high grade dysplasia". polyp was 26mm. No history of colon cancer. What does this mean? What kind of questions/tests should I ask when I meet my gastroenterologist?
Last month 18 polyps were removed from colon. Doctor will do another colonoscopy next year. He said if he finds polyps again i might need surgery?
