What is the best way to treat blocked sinus that's causing eye to be red and tear up constantly?

That is not due to sinus problem but due to lacrimal duct obstruction. You should see an ophthalmologist who will give you some eye drops first. If the therapy for inflammation does not open the tear duct, you will need a procedure to open the duct like plumbing roto-rooter.
