Although cannot be precise regarding underlying diagnosis, your description would be consistent with a cervical radicular process due to a problem with nerve compression in neck, but an acute brachial plexitis could also be an answer. Best this be examined directly by your doctor. Neck imaging may be confirmative. A neurological consultation may be helpful.
