No, high diastolic pressure does not cause high heart rate. You have tachycardia (heart rate above 100) which is abnormal and it could be the side effect of certain anti-hypertensive medication. If you are not taking any medication you should visit a cardiologist for tachycardia. If you are currently taking medication for BP, you medication regimen should be adjusted.
