Your question lacks context. Kidney damage due to diabetes may be permanent. Water intake and diet can be modified to spare overworking the remaining kidney function, but this requires learned guidance based on exam and testing. Damage due to the listed factors often leads to dialysis or kidney transplant in many countries. Contact a specialist for guidance.

If kidney problem is chronic, the damage is irreversible because the renal tissue can't regenerate like some other organs. In general, fluid intake should be limited in chronic kidney disease. However, if problem is acute, the injury can heal and during the recovery time the kidneys can't hold on the water so there will be a short term diuresis (voiding a lot) and you need to drink the fluid back.

Diabetic complications of kidney disease usually involves glomerular damage with resultant loss of protein into the urine. If your.kidney function is otherwise good.(normal BUN& creatinine) I favor drinking good amounts of urine daily as heavy proteinuria eventually causes renal tubular damage & you want to dilute the urine. If your Bun& creatinine are abnormal, drink enough to prevent thirst.

Adult kidney does not regenerate. You can stabilize your Kidney function by controlling your DM. Drink a moderate amt of water based on your physical activity/ Good luck.
