Burning pain in the male urinary tract rarely is caused by STD, if there is no discharge from the penis, so probably he is truthful about not having other partners. An infection other than STD is possible, like a standard UTI (bladder infection), prostatitis, or seminal vesciulitis (semen collecting sacs). He should see a doctor soon for exam and testing, ideally a urologist. Good luck.
