Please have COVID-19 testing and determine if there is another cause of cough. The side effects usually resolve within 48 hours to 72 hours after discontinuation of the medication. Watch for signs of infection.

I do not regard all these symptoms as a side effect of Telmisartan which is not an ace inhibitor, like lisinopril which can cause an annoying dry, hacking cough. Telmisartan can cause symptoms by aggravating chronic kidney disease or raising serum potassium under certain conditions. If it dropped his blood pressure too low, that should normalize after 24-48 hours. See MD,Does he need antibiotics?
