Discuss with the surgeon who has seen him. Ask what has been their personal experience in men like him in Philippines.. If not happy with answer get a second opinion but not here. In person.

The lack of adequate visual input through some congenital cataracts makes surgery decades later less likely to produce measurable benefit and certainly not normal vision. Yet this could vary with the type of cataract. Some benefit is possible. In the US the approach is surgical removal of the cataract in early infancy.
