Yes it can. Edema can occur as a result of local local infection or allergic reaction to a chemical, plant, insect sting, or food.

What you said, is possible.Edema describes excess fluid collection within tissue. Most commonly it is due to damage to either lymphatics or venous blood flow which brings fluid away from an area. It's often in feet or lower legs due to gravity also something slowing blood flow back to heart.Electrolyte imbalance causing excess fluid can play a role. Heart, liver, kidney or clot, issues are common
