The iv clamp near the wrist side got unclamped. no blood came up the line so i clamped it back when i noticed. is it normal for blood not to come out even when it unclamped? thank you?

Yes, if the fluid pressure in the line is higher than the venous pressure at the catheter position, e.g. when you are in supine position with your arm on the bed.

YEs often the wall of the vein flops down over needle and closes it off. Discuss with your local team.
