Maybe/not. If you cut it there will be a body response and some inflammation. The saliva has some antibacterial effect and many such issues self heal. It may be true gingivitis and deserving of treatment. Your dentist or general doc can confirm this during a consult.

You may irritated the area by biting on a bone or a hard piece of food, or using a hard toothbrush. Gum disease could be present, either way a dentist should be seen for exam and x-rays. Don't try to treat this problem yourself. If infected you would see pus.
