I have occasional heart flutters&constant chest pain.a few yrs ago,i got an echo stress test&heart monitoring:good results.recently, when i lie down or sit down,i have chest pain & my heart races for up to 1-2 minutes.is this symptom a heart problem?

Possibly, but more information is needed. There are many reasons for chest pain & racing heart. I would recommend seeing your PCP soon for a complete evaluation. In the meantime, if symptoms are worsening rapidly, then I would get seen in the hospital.
