How low? All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, if you do 20 tests on a normal person, one of those results will read abnormal. If you do not have any symptoms, you may ignore it. If blood specimen stays too long before tested, CO2 can be lower than 23 and it will be flagged LOW but it is just a lab error.
