Yes this is normal. A broken hymen is like a "cobweb" that has been interrupted and left "hanging". It usually is not a problem for future "passages" through it.

The hymen, even without sexual activity should have an exit hole for menstrual blood. In late teens it is commonly 1cm across and margins may or may not be irregular. Any penetrating sexual activity or masturbation can further enlarge the hymen. When fully torn it usually regresses in size. Some women are born without or lose i to non-sexual activities in childhood.
