I had dizziness for a week now after stopping sertraline ( slowly tapering ) i just had blood pressure measured and its down 109,63 doctor prescribed me med my question is is it possible that it harmed my heart or something havin it down all week?

Blood pressure of 109/63 for a 24 year old female is not low and it should not cause any symptom at all. And when blood pressure is truly low with mean arterial pressure less than 65 (mean pressure = systolic pressure + 2 [diastolic pressure] divided by 3) kidneys and brain are first affected, not your heart.
