It could be an inclusion cyst or a pitied scar. The white stuff you see is not a nerve. A nerve exposed like this fibroses. You can use any condom just keep the area clean. For a precise diagnosis it has to be examined. In the meantime stay away from looking up medical info on the internet- for it is nearly always inaccurate. Also pl do not self-diagnose. You will be OK
