How conclusive is the fourth generation duo hiv test done at 13, 28, and 45 days, and the hiv rna pcr viral load done at 13 days, in addition to the hiv rna qualitative pcr done at 17, 28, and 45 days, all negative/ non-reactive?

Those results are conclusive but still incomplete. With history of exposure, another 4th generation test at 4 months is still recommended.

All by itself, the antigen-antibody test (AgAb, "fourth generation", "duo") test was conclusive at 45 days; and the combination of negative PCR at 13 or 17 days, plus negative duo at 28 days, was conclusive. It is 100% certain you do not have HIV. Don't waste money on any more tests, no matter what the exposure was or symptoms you may have.
