Best way to determine whether you are competent to drive is to find a AAA office and schedule a driver's examination, or contact local motor vehicle state departments and get an evaluation, with both a written and driving test.

Can't drive anywhere without a valid license, and since you are not mentally competent, chances are you couldn't pass a drivers test. Don't take a chance, have someone drive you.
