Is it true that if i feel my veins pulsating it doesn't come from the brain but from outside the skull ?

The skull is a hard: body structure so we do not feel what is going on there but the blood vessels under the skin outside the skull can be felt. Please see your doc to make sure all is well. Peace and good health.
