An eardrum scar is loke a smudge on a clear window. As such, it does not alter the function of the separate structure- the Eustachian in any way.

A scar on the ear drum would not affect the eustachian tube by itself. However the insult that cause a scar on the ear drum could have damaged the eustachian tube as well.
