I had a 10 hour eeg, was completely normal and i had 2 of my episodes during the eeg, but the neuro says the test was normal, does this rule out epilepsy since my events did not cause abnormal brain activity?

It is the brain abnormal activity causing unexplained motor activity not the other way around. The differential diagnosis will include now other possible conditions that may explain your episodes, your neurologist will be able to clarify.
