I am no expert in this area. But let me explain a personal experience. I believe I experienced what you are describing. For me it was a nervous tick. Psychological as opposed to physical. I realized what the problem was and what I had to do to resolve it. I tried to deny myself this activity with my extremities. I even had a tendency to scratch my Adam’s apple turning the skin darker. Your description certainly makes me consider Restless Leg Syndrome, but there are a few less common movement disorders which may be playing a role. A neurological exam should be revealing and allow an intervention of consequence,
