Herpes is rarely if ever transmitted by hand-genital contact. Since it never happens, the biological reasons (e.g., virus survival) really don't matter. It would be wise to push your luck: if a partner has known genital herpes, it would be wise to not use genital fluids for lubrication. If no known herpes or symptoms of an outbreak, I wouldn't even worry about that.
