You need a medicine to manage - really, prevent - panic attacks before reducing clonazepam.

Agree with Dr Smith, and would have your doctor use medication at this point to mitigate the emerging symptoms from the benzodiazepine taper. Once stabilized, would suggest aiming at long-term control. Start cognitive-behavioral therapy and biofeedback therapy, and learn techniques to enhance control and coping. At the least, with such skills, doses of medication can be far lower.
