If the blood is tested too early when the antibody has not developed yet. Furthermore, no medical test is perfect, false negative result does happen, i.e. you have herpes but the test is negative.

It is stated that if your herpes infection is less than 3 months old, you may have a false negative test. I would think that this is an uncommon situation though. It's best to have a physician or dermatologist examine the eruption for diagnosis and appropriate treatment and advise you if the test comes back negative.
