Did a mri non contrast and a ct contrast about 8 months apart both normal except for arachnoid cyst small in left parietal lobe. ct says 10mm thick and discrete mass effect but the mri did not just said 30mm by 18 mm arachnoid cyst? indicates growth?

The report of the second study should have directly commented on whether the change is significant and indicates significant enlargement of the cyst. Discuss with your doctor, who in turn may want to have a discussion with the radiologist.
