I've found a few little red marks around my abdomen and hips that are raised and only itch occasionally. i found another one today, but just one. i suspect either contact dermatitis or insect bites. what do you think?

Insect bites will present like a pimples (circular pattern initially) and if you look at them closely you can see the puncture points. Red marks by contact dermatitis can occur at different shapes which depend where your body are in contact with the source of allergen. Without an image and with the history, I would incline to dermatitis in your case which can be caused by new underwear or soap.
