Rash: Many possibilities including nummular eczema, contact dermatitis, herald patch of pitiriasis rosea, tinea corporis, insect bite, see your doctor or dermatologist for evaluation and treatment.

Rash: Rashes are best diagnosed by looking at them. So just as a guess, your itchy, red patch could be a superficial fungal infection. Try tinactin (tolnaftate) or Lamisil or Clotrimazole cream, all are over the counter anti-fungals. If it doesn't resolve see your doctor.
