Yes,it is not unusua: Kidney cancer can relapse(which can happen with any cancer). But kidney cancer can also arise in the opposite kidney as a second primary kidney cancer.

Yes: Some patients develop multiple tumors in the same kidney (if the first was removed by partial removal of the kidney) or in the opposite. Often the second tumor is unrelated to the first. Multiple tumors in a young person is sometimes due to an inherited condition.
