Not necessarily. For many years such toys have been monitored by the CPSC and required to have non-toxic components/paint. The chip itself will travel through the gut. What does not dissolve will be expelled in the poop in 3-4 days.

Many toys are tested, but not all can be screened. One source of lead is leaded paint used to manufacture toys. A small amount, once is not likely to cause problems, but if he has a habit of eating paint chips, please have a lead screening test.
