My toddler ingested paint from a toy train that was made in china and i didn't realize it. i did a lead test which was negative but positive for chromium. will this cause him permanent damage or harm?

No: A variety of chromium compounds appear in paints ("chromo" means "color"); the only chromium compound that's supposed to be a problem is the hexavalent chromium, and it would surprise me greatly if this was the form on a toy even from china. Chromium is actually an essential nutrient and a dubious dietary supplement.
