Thi is a complex question which is discussed very well at uptodate.com. I would invest $20 US for a weeks subscription and read all the pros and cons and them discuss with your team and decide what to do. What you need is a local Dr to discuss with you unless you are traveling to get treatment. If so discuss risks and benefits there and make your decision. It is all in your hands to decide.

After surgery the PSA should become undetectable. It is monitored and if it starts to rise further RX depends om what further testing shows. There is no set figure for the PSA it depends on the judgement of Urologist who operated and monitored you.
