I've been having lower left pain under rib when i breathe in (stabbing) kind of hard to catch my breath too because i can't get a good breath. i was just told i have a uti. could this be why i have rib pain or is this a rib fracture?

Pain sounds pleuritic and may be due to pleurisy. Need a chest xRay to rule out fracture rib

Symptoms could be from respiratory infection, kidney infection, shingles, or muscle pull of the muscles between the ribs. Start by seeing your PCP to get a chest X-ray and Rib cage x-ray. Those results will take you in a better direction
